Library and Information Service department was set up in 2002 following the establishment of Gulu University. The LIS has grown to its current status of a Main Library with a seating capacity of about 100 users, and four (4) other branch libraries, the branch libraries include: The Medical Library, Law Library, Hoima and Kitgum Campus Library.

On collection development, the capacity has continued to increase from zero in 2002 to the current 40,000 plus volumes. Since its inception, the LIS has continued to provide user access to both print and non-print resources. This has been made possible through a number of partnerships such as Book Aid International, University of Illinois at Urbana Champaign (USA), Albert Mann Library at Cornell University, Consortium of Uganda University Libraries, and Beaverton Rotary club, Oregon, among others.

The vision of LIS is to become one of the leading academic/research support service in Uganda and in the East Africa region. The LIS purpose is to strengthen the University by providing outstanding scholarly resources, research and learning environment, and thorough leadership in research skills development, scholarly communication and use of technology.
